Butter and oils are a necessity for cooking. Think of the different oils you may need and buy in bulk. You can always freeze butter.
Think of the baking ingredients you might need. In fact, get your favorite recipes and make certain you have plenty of flour, cornmeal, baking powder, baking soda, yeast, salt and pepper.
Think of condiments such as mustard, ketchup, mayonaisse, barbeque sauce, hot sauce, soy sauce, etc. The pic is just one little section of my spice cabinet. I keep pretty well loaded on just about any spice you can think up. In addition to spices, remember the garlic, either in cloves or in the jar.
You can get soup starters in dry form or you can get them in the liquid form. You can also get them at the spice shop or make your own. I have some soup starters in my spice cabinet (above). Take a peek at your options and what will be easiest for you to cook and create during a power outage.
